I can't be there tonight, so I thought I would give you my input Via this e-mail.
In order to fully understand some parts of the development of the riverfront, some of the history should be known.
 
 Cornwall bay consists of parts of plum point, near the RR bridge, the mouth of the Moodna and its Delta, the old Coal docks, an old marina ( just rocks remaining), Wards beach, Cornwall Landing, the Yacht club, portions of Con Eds Construction from the old pumped storage facility, and old housing ( Now part of PIP property).
 
Now, here are some of my suggestions. In keeping with a historical theme, I believe Kiosks should be used to educate people on the history of the area. The Kiosks really are needed by the Hudson river with, perhaps, old photos and maps of the old coal yards, to educate people on just how vast an area this was, and the fact that most of the coal from Pennsylvania was shipped thru Cornwall Landing. Some of the docking and cribbing in the area is visible at low tides, and also could be a boating navigation hazard. (which I found out when I thought I had cleared the area and damage the lower unit of My I/O) At any rate it is an area of Historical significance and is worthy of being passed down to newer generations and it is also a tourist attraction. As a tourist attraction it should be tied in with the historical housing we have in the area. There is housing from 2 era's. The 1800's and the 1700's. The 1800 housing is readily visible in both town and village. I have some  pictures. The 1700 period should be researched more, because I am sure there are more remains other than the Quaker Meeting House, The Sands Ring Homestead , and the Mountainville cabin ( on display in the New Windsor Cantonment, where it was move to, From Mountainville) and also some submerged object that was found in the last few years at the base of Storm King Mountain. All of this is historical and should be tied into other Historical sites throughout the area, thus establishing a historical background of the area.
 
The Moodna Creek also called Murderers Creek in the past. This area most likely will have to be dredged be the Army Corps of engineers, in the near future, because I remember ( in the 1970's), going by outboard boat underneath the RR bridge at low tide and from there into the Moodna swamp. This cannot be done today because of silt and the alluvial fan ant the delta of the river which has filled in and made it quite low, as one can see from the sandbars, at low tide. This would be something to keep in mind while planning.
 
South of this would be the old RR yards and south of that would be the Remains of the old marina that was once located there in the past. Indicative of the pile of rocks going out in the Hudson river.
 
Just south of this, the sandy area, would be what once was known as Ward's Beach. ( yes there actually was a beach in Cornwall in the past) Today everyone is worried about liabilities, especially since, there were 2 drowning's in the area in the past ( actually at the location of the Boat ramp).
 
Boat Ramp. This should be maintained for accessibility to the Hudson River by resident boaters.
 
Cornwall Landing. Again an Historic site and Kiosks should be utilized with old photos and maps.
 
Cornwall Yacht club. Possibly the return of the land to the village could be utilized or possibly the Village could purchase and run the Yacht Club.
 
Most of the remaining are the old housing should be acquired and kept as part of the park with possible archaeological digging allowed in the old housing areas. Opening up the area for new housing or building should not be allowed. Although Some businesses could be allowed to locate there. The Yacht Club for instance could be purchased and then subcontracted out for a price for someone to run,also a restaurant could be located here.  Possibly a museum could be built in the area as a further tourist attraction or something with tourist information. Shuttles could be run as part of a historical tour between Village/ Town Historical sites and Kiosks. The could be bus tours and/or walking tours.
 
 All of these suggestions would help in getting more monies into the Town and Village coffers, to offset rising  property taxes.Some of it depends on the building of the Mary Powell dock, although this would not be necessary in order to publicize the area for tourism.
