The solution is to install speed bumps in strategic locations. The article about speed bumps on Wikipedia gives a good overview of the different variations, history, pros-and-cons, etc. 

In the UK, they are known as "sleeping policemen"... sounds very budget-friendly, doesn't it? (no salaries, no benefits, no patrol cars, no uniforms, no conflict with other duties).  In addition, the village would have to post warning signs that the bumps are there, in order to prevent drivers from claiming "my car was damaged because I didn't know there were speed bumps."

Trust me, a STOP sign will NOT WORK. From my house I can watch 2 corners in the village that have stop signs. Very few drivers stop at either, some will slow down a little and take a quick look but most just fly on by. Same goes for any speed restrictions.  The area I live in has narrow streets but this doesn't make the drivers slow down any. I agree that rather then chase the skateboarders around the police should get busy writting tickets to these clowns that don't stop and speed.

I think reduced speed limits are a must for the village AND town secondary roads -- I cringe when I'm with my grandsons on Willis and someone blasts up the street -- A STOP sign at Willis and Weeks, with enforcement , is needed.

These cellphone drivers are so distracted, they wouldn't notice any gesture, so that won't help.

I do like the idea of reducing the speed limit, then enforcing it with heavy fines.

well, this is pretty out there, but...
Give them the 'one finger salute' and when they return it they will invariably let go of the wheel , not the phone, then when they crash we point and laugh...
